Why can't I create a section ID in Site Service?

Why does the error "A Section with this ID already exists" appear when I try to create a new section in Site Service after deleting the old section?
Answer
Section IDs are unique and cannot be duplicated. When a section is “deleted” from Site Service, it goes to Inactive Sections. Once a “deleted” section is in Inactive Sections, the UI is only able to restore the section.
