Why do restricted images behave differently in Composer vs. Photo Center?

Why is there a discrepancy between searching/using restricted images in Photo Center and searching/using restricted images through the Photo Center modal within Composer?
Answer
We have 2 types of photo restrictions:
The first is tied to the permissions you can see in the Permissions tile under Photo Center:

If a photo is restricted from within Photo Center, a user with these privileges can see it from Composer.
However, if it is a distributor restriction, then the user can only look up that particular image if the canonical website selected in Composer is listed in the sites that are allowed for its usage for that particular distributor.
So to sum everything up:
Photo restriction: needs certain privileges for view in Composer
Distributor restriction: needs the canonical site of the story included in the 'allowed' list of a distributor tied to a photo
