Why Cant Users See Story Preview in Composer?

Why are users unable to use the preview function in Composer?
Answer
To use preview, user's role in Permissions must include "Access PageBuilder".
Note
With no other PageBuilder permissions applied, the user will see the tile but will not have access to the contents of the PageBuilder normally found within the PageBuilder tile.
